go to file.. then open
select the pet you want to add sparkles to
I've Selected "Stormy"
click the zoom in (magnifying glass) *Twice*

Select the "retouch" button
Select lighten RGB - in the tool options box
put all settings as you see them above
start making a line.. click and drag
pick it up and do the same till a line starts to
appear.. you want the middle lighter than
the outside.
do a vertical line across it
ZOOM OUT!
